spearhead elite - what are its powers ?

shop description says

this is clear ..ok.. no question here
plus the following changes to the duration of the Spearhead's skills:
50% increase for Ultimate Cloak and Recon skills
means duration time ???
and 25% decrease for Target Marker.
means duration time again ???
The cool down of the JAMX will be increased by 15%.
means i will wait 15% longer till this ability is again available ?
Make your Spearhead an elite force to be reckoned with!

i am about to get it.. so ... please i need valid answers (not just guess)
will use it in pvp maps for boxing & support group same time

First one - Yes
Second one - it could be either damage boost or duration, i'm not really sure on that 1
Third one - yes

Yes everything you are thinking is correct. I got the design in last nights auction. 50% more time with ulticloak, 50% more time for with recon skill... target marker doesn't last as long and you have to wait slightly longer for JAMX. Get double cooldown boosters and you can almost use target marker all the time anyway
