    Looks to me who ever had there modules on that base left that clan. When that happens the base is left with only modules of remaining clan members. So i would say they was all his modules when he left.

    Thats a cbs that has been Bugged
    Theres no center module... Means we cant pop that dead base

    No its not bugged the person who had there modules on that base left the clan that has control of that base. Which leaves it appear as if it is empty but still under a clans control. Not to mention you cant pop it if the shields are up to start with! If someone else in that clan would have just 1 module on it it would show up but it appers as no one but the person who left clan had modules on it.
