why is it that occasionally I have to hit emp more than once to get it to engage when I should only have to hit once , before u ask when I use it there is quite a bit of time between uses?

 

Something that always trips people up is that they cannot be used near demilitarized zones, this could be what you're experiencing - that you press it but it only works when you're finally far enough away.

For cases where you're not near DMZs, I've found that very rarely you'll need to press all of your hotkeys at least once after logging in for them to actually work.

Could also just be lag.

And yes, there's a cooldown on the EMP. Once used you must wait for that to expire. Can't recall exactly, is either 30/45s or a minute.

 

It's not just DMZs. Any port you are near will disable your ability to use an EMP.

That's not quite correct. Any port with a DMZ, be that for allies or enemies, yes. DMZ-less ports will allow you to EMP near them, the Quarantine Zone portal in X-7, for example:
