    Is this mission still bugged. I've completed everything up to stealing 30 cargo from opponents. Does opponents mean NPC or PVP? I've tried both and nothing is counting.

    You have to be cloaked and steal them from the enemies for them to count. And cargo is their drops from their kills, you may have to go into settings to turn on boxes not owned to see them to steal them.
