    Surgeon is available randomly during "uridium-deal" events. Buy the 330k uri package during the event and then you get it.

    I believe Surgeon won't be in shop for long time + you can get it free from assembly event. :)

    GENERALBYSON, As stated above there are specific events where the design can be purchased. As regards to the availability in the shop, that will depend on the Developers as to when or if it appears there.
