    My spectrum has a 30 minute cool down, is this a new thing or a bug?

    It must be some sort of a glitch, team is aware of the issue, please - if you experience the issue again to be patient and wait until ability restore, I will send it above to find out more about it, please keep the eye on Tech Announcements for any updates about fixing bugs.
