You can find the gate on your x-4 map , and yes the event is still on.

 

If you haven't found out already, it's in your x-4 map.

indeed, the event is still on and will continue until the 31st of October, as reffered in Halloween 2016 FAQ.

The entrance into the spooky ToT can be found in the middle of your company's x-4 map. As the ToT have some specific rules, they can be found >Here< and >Here<

The Halloween 2015 event features the same content like in the previous years but provides exciting new content like additional missions and achievements, new drone designs and last but not least a special Halloween Gate. Just have one question i was wondering why DO never changed their introduction to the TOT cause it says new drone design's but actually those are the same drone design's from last year?

 

.†ι¢є_gяιмσιяє†. well as a player who is probably playing few years, guessing from your forum's registration date, you probably know that a lot of events tend to repeat and use the same templates as previous events. And even tho everything is checked before live release to be up-to-date, some typos or outdated statements might persist, that is unfortunately the nature of human's work.
Indeed there are only already introduced drone designs for this Halloween, but since the statement in OA is not a sort of a gamebreaking issue, I wouldn't worry about it much.
