[GI] Loss of resource effect after using Portal

    On base in 1-8.
    Assigned 5 units of Seprom to shields and 5 units of Promerium to generators.
    Flew to bottom right port and jumped to 1-7 map.
    Shield and Generator status showed no increase even though the assigned units were still there.
    - so units were listed, but the effect from having the sep and prom were not.
    - actual speed was as though there were no units assigned.
    Flew across to the top right portal in 1-7 and jumped to 1-5 (hoping the changed would flip back).
    No such luck, speed and generator did not revert to levels that should have been there after adding the units stated.
