[UIP] make battle maps on pve server not bm's

    Since there's no pvp on new PVE server, how about making all of the 4x maps like 4-5.

    Put Uber NPC on other 4x maps so it does get so crowded on 4-5.

    There is limited PVP based on what the player does. Every map has its purpose. NPC's are game wide, and I know, I know, PVE server does not always have what the other servers have.
