  2. Is it you just can't produce enough ore to upgrade it ? if so maybe turn off Promerium refinery for a little bit so your Duranium and Prometid: can build long as your storage mod can hold enough. also would go to the productivity side of the first 3 collectors and get the credit robots to boost them in to making enough. Don't know what levels everything is at so hope this helps some.

This is bad building management ;)
First - turn off all refineries (Prometid, Duranium, Promerium, Xeno, Seprom). You should have enough electricity to power up you collectors.
Wait till you get enough resources to build solar panel and bulid it. The rule is simple - the highest lvl of your collectors/refineries should be lower or equal to your solar panel, else you get power shortage and stop producing at all.

Whenever you start upgrading make sure your first building is main module (obvious ;)) and next is solar panel - this is a must, non negotiable. Then you can proceed with collectors (all three when you get enough resources). They should always be higher than your refineries (at least while you're still upgrading) - that way you will always gain resources and your refineries won't refine everything. To speed this up buy robots (for credits).
Also keep your seprom refinery always one lvl below promerium - that way you get supply of promerium for cash and seprom for lasers/shields/whatever you need without turning off seprom refinery every once in a while.
