    It was on the last TWITCH stream when they were demonstrating the new system and the question was asked they said they were looking into a fix for the difference which should be easy decide which generator to add or subtract on each config and then transfer.
    You have never been able to do this unless you unloaded and reloaded the ships anyways and you can still do that with the NEW system.

    Yes you are right , everytime you changed design from surgeon to solace you needed to unequip all items and then equip it again like in this new hangar system.
