[TI] Erroneous speed change

    Tartarus seems to have developed a speed change bug.
    Whenever a configuration change is done, or, a portal is used the speed reverts to a non-speed boost level.
    Also, twice, the speed dropped as though no speed generators were configured.
    Good news is that by re-applying the speed boost the no generator type condition is corrected and even if the no generator condition does not apply, the speed boost can be restored by applying it again.

    This is not catastrophic, but is a big nuisance.
