    What do I need to obtain tractor beam II
    I have most other skills.
    I don't want to have to obtain 5 points

    Any 5 PP's from Shield Mechanics, Detonation (II) , and/or Greed.

    So if you already have 5 PP's in say Shield Mechanics, then you should be seeing Tractor Beam II as available.
