[UI] Ability to combine partial cloak CPUs

I'm sure I'm not the only player with about 50 partial cloak CPUs. It would be cool if we could combine them instead of having to switch them out. I have about 50 cloak CPUs with anywhere from 3-17 cloaks left, why not make it possible to combine these partials up to 50 cloaks. It could be done through the assembly where you can use a resource or uri to combine these partial CPUs. When hunting solo in my vengi I can burn through cloaks pretty quickly and using a CPU with 10 cloaks on it is not very efficient as I am always having to log out and put another CPU on in my hangar.
