[UI] Disruptor Changes

  1. This is some listed changes I thought of when I was playing this ship just to test it out in the game, overall the ship is quite underwhelming and I'm gonna list some changes that I think will make it much more viable for general play.

    By far, the biggest issue is it's only PvP friendly:
    * DDoL (Distributed Denial of Lasers) now works on aliens with increased duration.
    * Shield Disarray now works on aliens with increased duration.

    This is some ability changes I think are really needed to make this ship more viable:
    * Shield Disarray cooldown reduced and shield loss duration from 5 to 8, however shield lost from 50% to 35%.

    The movement speed of this ship, BUFF IT PLEASE, IT'S TOO SLOW.

    That's basically it, I think these changes would make it much more stronger for PvP.
