[UI] Frame Limiter and Framerate Cap Removal

    My Computer the 3D client at a framerate of 40 fps but it fluctuates heavily and can produce stuttering on screen which can distract people and be the difference between winning and losing a fight as it has for me in the past.

    Introducing a frame limiter option in the settings of 30 would be good for players like myself as it will reduce stuttering in-game.

    Also removing the FPS cap of 60fps to allow for framerates up to and over 120fps for PC's and monitors that support that high of a refresh rate that support this. Obviously this would make the game run much smoother for people who can run it at a high framerate

    this problem is with your computer and it would not be fair for other people to limit the frame rate
