[UI] new ore Rhenium and function

no1 seemed to agree with all my previous ideas so lets burn this one

ok the real life applications of Rhenium is to create super alloys, which is used in turbines, and rocket thrusters. along with other low end items.

so my idea is apply this to a new form of upgrade feature in skylab,

when you have an item above level 10 upgrade, you can upgrade it to something better, like upgrading a lf-2 to a lf-3, or a lf-3 to a lf-4

bo-1 to a bo-2. etc

was also thinking as using this function as a means to create a item fusion grid, like slaping a bo-2 and g3n-7900 to get [what ever model name] with 9k shields / 8 speed / 75% less dmg.

i was also thinking of using the concept as a way to create limited unique items, and drone customs.

speaking as super alloys have unlimited applications on their own.

originally i was thinking that using 100 rhenium, and 500 xenomite per alloy, but i decided to burn that part because nobody will do that, so with that said, i'll leave that bit to the game creators.
