[UI] Suggestion: Plasma mine

Description:
Disrupts Laser functions, causes the enemy ship to have a 2 second delay per volley of laser shots for a duration of 5 seconds ( 1 second per volley, it turns into 2 seconds per volley shot)

Why suggest it?
PLD rockets has long cooldowns, its good for making enemies miss but will be useless if the enemy uses a TG cpu (targeting guidance cpu that makes 50% more accuracy on lasers) and with electro optics it will be worst, its useful on UBA and also in PVP fights especially in group fights if the one whos using it is skilled at placing mines.

Your normal volley per shot has 1 second delay before the next ( 1 second cooldown on lasers)
the plasma mine disrupts your lasers and makes the cooldown of your lasers to be 2 seconds, which means if you deal 40k x4 and u did an initial damage of 400k x4 in 10 seconds, that would be cut to half, meaning 200k damage using x4 in 10 second instead of 400k (estimated damage, not accurate)

PLD rockets works on aliens as well but mines are specifically used for pvp fights.

The TG CPU isn't as much as you think.
The base % hit chance of lasers is 80%. The TG CPU will only increase it to 90% (Pretty big eh?)
But if you have Electro-Optics maxed, (I believe it is +12%), your default will be 92% Hit chance. The TG CPU would increase it to 96% (100% - 92% = 8%. 50% increase adds 4%, equaling 96%).

Not big enough of an increase to be worth the Xeno used.

Anyway, I really don't like this idea, the PLDs do damage enough. Highest possible accuracy is 96%. PLDs drop it by what, 45%? Pretty much a 50-50 hit or miss chance, good enough for me.
