[GI] upgrade hour.

    Was nice when it was at a time that was useable on the server I started playing on. Then came the merger, when this happen and they moved the west us server to the east it was taken away from those who work for a living. The upgrade hour needs to be either random or switch alternating time zones. Because with the merger, us from the old west us server have had this part of the game taken away from us.
