This is not true if you already have the rebate you will get another week added to the already had time.

Yes it fully stacks. If it's rebate or premium it will be added additionally to the time you already have.
If it is none of these two it will added directly to the discount (I haven't looked yet).

 

Clarifying on this only the 5% and 25% will stack to make 30% beyond that as another poster stated the 1 week of 25% will be added to your already owned 25% rebate timer.
So if your 25% rebate only has 1 day left it got extended to 8 days the 25% will not stack onto the 30% to give you a whooping 55% uri discount
