    what is better a skill design of the Goliath or the Tartarus. If the goliath what is the best skill design? thx

    If you want to PvP other Ufe's, you should take Goliath (Surgeon or you can try the cheesy Solace strategy: get all the HP bonus stuffs (Hercules, skill tree, HP booster, Heart/Moth formation, maybe the next coming HP-Lf4, if you would lose, activate Solace heal ability, surprise your enemy and win the 1vs1)

    If you prefer to kill weaker players, ofc use Tartarus. The main issues aren't your defensive stats, it's the speed. You must chase your victims, who will escape with the full speed full shield configurations.
