[GI] honor quest

hey
my frined became outlaw cos of a game bug i believe but the main question i wanna ask is how does he get the 'offer you cannot refuse' quest ?

 

Your friend must "cancel" or complete all or any opened missions. Then the honor quest will show, listed somewhere. Unless things have changed this is the way.

i think things have changed cos the only mission he has is called 'an honorable mentioning'

how does this quest work cos all it says is get to atleast 0 honor ?

 

all you will get from kills is honor till your back in the good
