When shooting other players with the Paritydrill it will simply just not have the extra 5 dmg bonus*. So yes, it will be doing the same damage as a normal Lv16 LF4(212dmg).

For the Pet to use Kami it must have 50k** or lower HP, then it should try to Kami on whatever you have targeted once your ship/pet takes damage(if have Kami selected). You can also set Kami off by shooting your Pet, but that way what the Pet goes after can be random. (though that's just kinda in general, if you take damage Kami will get set off)

Pet FAQ(which I've linked straight to the Pet gears part): http://www.bigpoint.com/darkorbit/board/threads/pet-10-faq.1228/#post-3937

*The bonus is "extra 5 dmg"(base dmg is 212, so the bonus makes it 217), not "5%".

**If my memory is right anyway, but it is around that much. Though basically Pet HP needs to be low.

  3. If you have premium then PET Kami is a good tool to use. If you do not have premium PET repairs will become expensive.
Once your PET is destroyed do not repair if fully just rep it and then leave it with low HP.

Takes a bit of practice but once you've got it down, it's a very useful tool ;)
