[TI] seprom- only able to upgrade shields

skylab will let me put promerium on any of them: {lazers, rockets, generators, or shields}... but it will only let me put seprom on the shields ?

Update: New limits for Lasers, Rockets, Generators and Shields: Lasers, Rockets, Generators and Shields now have a limit of 1,000,000 due to technical reasons (a stack overflow for ore in refining causes problems).
